The Assistant Secretary of State for New York State gave a talk at the annual conference of Calif. Building officials this week.  Her talk included the new building code adoption procedure for the State. 

New York is doing what Calif has historically done...that is to adopt model codes and require cities to also adopt this code with local amendments and findings to justify the amendments.

However, New York City will be slow in accepting this procedure.  The rest of the State is expected to be on the 2000 IBC series by Jan of next year.  New York City will take additional time to get everybody in the City to accept this but it seems it will eventually happen and the State is working closly with the City to assist in this process.

That remains to be seen.  New York City enforces its own building code, whose origins pre-date the model codes.  See http://www.nyc.gov/html/dob/html/code.html for a copy.
