I've seen laminated doubling studs and having the panels break between them substitute for 3x but I thought the idea was the panels were not being nailed on the same piece.  For a sill plate doubling up does not get around the code language for 3x nominal.  Are you saying people are using doubled 2x as a substitute for 3x sills there?

Yes it's readly availble here, used all the time.
Using double bottom plate with treated on bottom and connected with 10d's @ 6" staggered.
