Using a Wind Zone Map of the Philippines (which I have here while answering your question), Manila falls under Zone II.  Zone II had V=175 kph (108 mph), p=50 psf when h is above 100', p=40psf when h=30 to 100' and p=30 psf when h=o to 30'.
 
Well, this is what I practiced when I was in Manila (10+ years ago), maybe this will help.
 
UBC for Manila is a good and acceptable reference.
