Yes, there are some significant differences between 318-99 and 318-02.
The most noticable are:

- The emlimination of the alternate design method (working stress design)
in Appendix A
- A new Appendix A that covers the strut and tie method for deep beams and
other conditions.
- A new Appendix D that covers anchorage to concrete (i.e. cast-in-place
anchors and expansion anchors, but not chemical anchors at this time)
- The movement of Appendix B (Unified Design Provisions) into the main
body of the code to replace the "older" method (which is moved into
Appendix B)
- The movement of Appendix C (ASCE load factors, etc) into the main body
of the code to replace the "old" ACI load factors (which are moved into
Appendix C)
- The addition of special moment frames of precast concrete and special
structural walls (shear walls) of precast concrete to chapter 21

And other more "minor" changes.
