Civil PE to cert Type Sd Soil

For footing design criteria on a small project, footing excavations and
several potholes were witnessed to consider soil type (bust your knuckles
DG, sandy silt, low clay).  Type Sd soil (no geotechnical report)  was
assumed for design criteria with 1500 psf bearing (total loads) with no
additional increase for seismic or wind.  The use of 1500 psf bearing is
being challenged by the permitting agency who contends that only 1000 psf
is appropriate without a soils report, regardless of the field observation
of a PE.   Is a soils report required for 1500 psf when certified by a PE
field observation?    TIA
