GFRP rod development lengths

Has anyone out there used GFRP rods in a structural application?  Is it
reasonable to reduce development/lap splice lengths based on Af req'd / Af
provided as you would with steel?  ACI 440.1 is silent on the subject.

Also, there is an example in 440.1 that checks the depth of a member for the
tail length of a hooked member.  Presumably, had that calc shown that a hook
could not have fit perfectly vertically within the depth of the member, the
depth of the member would have been increased.  Is there any reason why if
it woudn't fit vertically, you couldn't just simply rotate the bar so the
the tail was at an angle to fit within the member depth?  This question
would apply to any reinf - not just GFRP.
