That's like asking whether you should buy a PC or a Mac, or (I date myself)
VHS or Beta.

Depends on who your clients are and which system they are using. My
impression is that Microstation is more popular with State highway
departments and transportation consultants, while AutoCAD is more popular
with other users. You probably need to learn something about both somewhere
along the line. They are very similar in concept, but the details are
different and the files are not entirely compatible. Your preference may
depend on other software you are using which links to either of these
programs.
