precast prestressed beams

For a precast prestressed bridge beam, is there any restrictions for having compressive stress at the bottom fiber under dead loads and tensile stress at the bottom fiber under service loads? Is the change of sign of stress under different loading conditions (in top and bottom fibers of the beam) restricted in any code?
