The code specifically requires you to put some geotechnical stuff on the plans including the allowable foundation soil bearing capacity, etc...  It is also good engineering practice to put soil loading for basements and retaining walls and the geotech and report date on the plans.  As a former plan checker I would have asked you when are you going to get your foundation permit if you ignore code requirements.

I've seen this request before and have refused to do it.

Most E&O carriers don't want structural engineers to practice geotechnical
engineering and, once the soils report is on a drawing with your title
block, guess what you are doing?
