Stan,

When you say "stamp", are you talking about a stamp which indicates that
the geotech has reviewed the plan and that it is in general conformance
with the requirements of the soils report, or are you talking about
his/her professional engineer's stamp?  I can appreciate the benefit of
the former, but is there a specific requirement for this in the
California Business & Professions Code or the UBC?  I'm not debating the
issue, just wondering where the requirement may be written down.  I
would think that they could not (nor should they) put their engineer's
seal on the plan since they did not do the design, nor was the plan
prepared by them or under their supervision.

This is easily handled I believe. I just note: "The following are the
requirements of the geotechnical consultant: per report dated ____,
_____". In many jurisdictions the geotech must stamp the foundation plan
as do I.
