The Federal Government does not make the rules for ADA compliance.  Disabled
persons who believe that the facilities of a place do not offer them
adequate access may sue to correct what they see as a deficiency.
Compliance with local rules intended to help assure reasonable access at
reasonable expense to the owner does not assure satisfaction of an
individual user.  A suit may still be brought and the matter decided in
court.  ADA rules are not like Building Code rules.
