Another source to consider in establishing the scope of services is
the following document available from SEAOC:

"Recommended Guidelines for the Practice of Structural Engineering in California", Fifth Edition, Sept. 1999.

This document includes chapters on professional conduct, establishing scope of services, 
construction phase services, project design peer review, expert witness/forensic engineering, 
and selection of structural services.  While intended for SEAOC members, the information is 
applicable to engineers in all states.
