I've only seen a program mentioned by name when the client wants to use 
the results in-house, and their own people are trained in the particular 
program. I've also seen lots of specs that seem pipelined for a 
particular program because the spec was pipelined to a particular vendor. 
There are also situations where people want certain levels of 
varification which limit the contractor to one of the larger vendors.
