I do not think it is available online. It is published in the Bulletin of
the New Zealand National Society for Earthquake Engineering, Vol. 26, No. 3,
September 1993. I know, you can order a copy of it from the UC Berkeley
Richmond Library. Visit http://nisee.berkeley.edu. Simply email or call
them, they will mail you a copy for a small fee.
