Try this link. It gets you a pdf file for section 1910.27, Title 29 of the
Code of Federal Regulations with dimensions and other requirements for fixed
ladders.

The OSHA standards have some good dimensional requirements for ladders, 
ladder cages, minimum clearances, etc. Not sure if it can be accessed for 
free on web or not.
