Could that be "3x16 - 3/8"?  The "3x16" part refers to the spacing of the wires, and the "3/8" refers to the gage of the wires in each direction.
This was a common style of one-way welded-wire fabric from the mid 1950's to the early 1960's here in NY.

Anyone familiar with this designation and know what the wire spacing and gage are?
