1.	Both.
2.	Yes.  H/W ratios and deflection limitations are independent requirements.
Refer to SEAOC Design Manual or SEAOC Convention proceedings for deflection
calculation procedures.
3.	UBC requires consideration of rigidity effects.  The diaphragm is defined
to be flexible only if the deflection of the diaphragm exceeds twice the
average deflection of the shear walls.  If this is NOT the case, then rigid
diaphragm action should be "considered".  Many engineers are using the
envelope method shown in the SEAOC Design Manual (take the larger of the
flex vs. rigid analysis).
4.	Structural Observation and good but simple designs.
