Follow the KISS principle:
 
Engineers should never, ever seal any plans that (1) they didn't personally prepare, or (2) they didn't personally supervise their subordinates in the preparation of.  That policy will quickly lead to the correct conclusion on the demo plan question, regardless of what the client and/or the city might want.
