A work-around that I often use to address this concern is to require the supplier of the bolts and nuts to furnish them as pre-assembled units, with whatever washers (e.g., hardened or DTIs) are specified.  This serves to also alleviate fingerpointing that could otherwise occur if the products to be assembled are not from a common supplier.
