Each state has their own rules but there is a common theme with the three
Es:

Education
Experience
Examination

Some states allow a lot of experience to substitute for an examination but
the general rule is you need to take at least one exam, maybe two
(fundamentals & principles and practice);
Usually the experience has to be verified by a PE so if you worked a long
time without any supervision by a PE you can be out of luck.
Their can be roadblocks with education too as the usual requirement is
finishing a program that is ABET accredited; the applicant with a foreign
degree has the burden of proving his education is an equivalent.
It all depends on the state's rules and most states spell out the
requirements in black and white.

professinal experience.(Example, if someone has graduate degrees MS/Ph D and
