ICBO's Guidelines for Seismic Retrofit of Existing Buildings [GSREB] is a strength-based version of the UCBC.  It is likely that few CA cities have adopted, but most will probably accept it.
 
The CA historical Building Code, Title 24, Part 8 has provisions intended to minimize the impact of retrofit on historic fabric: allows a lateral analysis based on use of a seismic force of 75% of the '95 CBC in lieu of a seismic or wind analysis by the current code, and allows the 'test of time' to be the basis for accepting gravity load resisting systems that are in good condition but not in compliance with the current code.  [This provision shouldn't be used it there is an increase of live load, or and increase of
