Per ACI 14.3.6, lateral ties are not required in walls if vertical steel
area is not greater than 0.01xAg. Hope this helps.

In multi-story load bearing walls, at what axial load level should one
consider meeting the column tie requirements (ACI 318-95  7.10) and minimum
column reinforcement ratios? Commentary ACI 318-95 R7.10.3 says that wall
like columns may require special designs.

Any references and/or experience would be helpful.
