Hi Mark,  what is the distance to property line?  Per 1997 UBC table 5-A, an
open parking garage (S-4) type II-N construction would have one hour
noncombustible if exterior wall is less then 10' from property wall,
nonrated noncombustible elsewhere.  Refer to sect. 503.4.2 also, but since
your building is 4 tiers, it doesn't apply.  Per table 3-H, it could be type
II-N, 30,000 sq. ft 8 tiers for ramp access or no automatic FES or 12 tiers
with automatic FES.

Based on your area and number of stories, you could classify the building as

type II-N.  Based on Table 6-A of the code, your exterior wall would not be 
required to be fire rated.
