Yes, that is what they are talking about.  The woman from the company that
the state recommended I contact said that we wouldn't want to just name
someone that we know who lives in the state because they might go on
vacation and then they wouldn't be able to be served papers - which made me
think: "How could this be a bad thing - not being served papers?"
