A chimney is an element of a structure, not a building.  I don't think that the 2:1 ratio needs to be applied to chimneys above their attachment to the house, as long as adequate bracing strength is provided to restrain the mass of the chimney based on the Code rules for Lateral Force on Elements of Structures.  If the chimney is really tall and narrow, with high overturning forces, it may be prudent to include P-D in the analysis.  However, once the force is into the bracing system of the house, the Code-required shear wall aspect ratio should be applied.
