You can calculate the effective buckling length of the compression member by 
taking into consideration the out-of-plane bending stiffness of the tension 
rod.
Assume that the compression member is pinned at both end and restrained with an 
equivalent spring (representing the out of plane bending stiffness) at mid 
point. You can also consider the strain hardening effect of the tension member 
by using P-delta analysis.
