With 12" of settlement, it sounds more like a boat than a swimming pool.

Have you thought of pouring a leveling slab (unreinforced, or lightly reinforced) and then pouring your structural slab on top of it.  Since you no longer have earth contact, your cover could be less making it easier to achieve your desired Z value.
