Thanks.  I've tracked down a copy in our Institution of Structural Engineers library here in the UK.  Our company librarian tells me she can obtain a copy for about $160.
 
Enquiries within my company have established that we have some experience although we generally use specialist sub-consultants  - and that's the way we would go.  I'm preparing an enquiry about a commission for the MoD here in the UK and they specify that respondents should have experience in design to this document.  I wanted, at least, to be familiar with its contents.

I believe that TM 5-1300 has been made "For Official Use Only" (FOUO).  If you have a need for it through a government contract you will need to go through your contracting officer to get it.
 
As previously discussed on this list, if you don't have experience in doing blast designs and construction, be very careful.  I would recommend seeking firms with blast design experience to assist you.
