There are some provisions that require a minimum eccentricity to the wind
load on the sign portion.  You don't assume the load acts at the center of
gravity of the sign, there are minimum eccentricities that put some torsion
in the mast.

When designing a single-mast sign (heights up to 60'), does the code require
that only a uniform load for the appropriate height be used?  Or is there
something in the code that requires loading with an unbalanced load?
