AASHTO vs pushover

Hi list,

Having done a seismic analysis (spectral), i came out with very high axial forces (tension) (practically impossible # of anchorages) and like 2% of longitudinal reinforcement on bridge piles.
Next, i did a pushover analysis simply providing a minimum long. reinf. of 1% at the plastic hinging region(s). The axial loads drastically dropped, the moments were increased (when compared with AASHTO criteria) but again in an acceptable range.
and then i increased the long. reinf. to 2% (which is found by aashto solution).... the piles no longer carried the original moments which are found by AASHTO criteria. 
is AASHTO really reliable at this perspective? or am i doing something wrong? is there any provisions for the long. reinforcement ratio at plastic hinging regions?
