UBC 97: Soil Liquefaction

As per UBC 97, Sec.1804.2, soil investigation is not required for
detemining liquefaction potential in
Seismic Zones 0-2.  Based on this, can one just ignore this issue even
if it seems a borderline case?
I mean, there must be some rationale behind this clause. Any comments
will be appreciated.
