Don't worry about the concrete -- portland cement concrete cures best under
water.  Of greater concern is the soil.  If it is expansive, or subject to
consolidation when drying, the foundation may be damaged if water has
penetrated into the bearing material.

Check with a soils engineer familiar with the local soils.
