just to tack on a third option,

if the footing is covered with slab on grade with standard reinf (not wwf),
i've seen one engineer calc the available phi Mn of the slab and calc how
far the slab would cantilever (Mu) and add that slab DL to the available
uplift resistance

There are three other options you might try before piles:  (1) burying the
footings to take advantage of the weight of the soil; (2) Increasing the
size of the footing; or (2) a combination of (1) and (2).
