There are 2 major flaws with the OSHA regulations:

First as Roger noted there are other sources of loads on the anchor bolts
that can be significantly larger than those from the iron worker.  As a
result it is likely that the errector will have a false sense of security.

Secondly the regulations do not allow the contractor to compensate for the
lack of 4 bolts by implementing alternate errection procedures that would
provide an equivalent factor of safety.
