ASME/ANSI A17.1 (as last revised)

Im having trouble interpreting this ANSI code..... Section 100.3c - Strength
of Floor

"The floor shall be capable of sustaining a concentrated load of 300 lb
(136kg) on any 4 in^2 (2580 mm^2) area and in addition where it constitutes
the floor of the main or secondary level machinery space, it shall be
designed for a liveload of not less than 125lb/ft^2 (5.98Kpa) in all open
areas."

Is the 300lb per 4sq in. a direct internal stress of concrete?

Please advise.
