Because the building is considered "historical", and the parapets in question (north and west faces) are the "pretty" ones.  They cannot be touched.

Why not demo the existing parapet so you don't have to raise the floor to see over it and then just use the exist. roof slab (if it'll calc.) for the new floor level?  Just asking.  You can also get a fairly good idea of exist. re-bar w/ pacometer readings or other similar procedures.  HTH
