You may look into the AISC Hollow Structural Sections Manual under the tab for “Truss” where the manual references HSS to HSS connections.  I also tend to use cover plates over these joints to satisfy the requirement that this joint must be stronger than the members being connected.  There is also some Steel Tips literature on this subject which you may be able to obtain for free (?) from the AISC website, or contact the Steel Solutions Center from www.aisc.org.  Hope this helps.

I need reference in the code or AISC or FEMA  for HSS moment connection

normally it shows full penetration all around the walls

is there reference to support that to acceptable
