For China to graduate 1 million engineers it will need 4,000 colleges
offering engineering with an average batch of 250. Seems highly improbable.
Also consider that China's population is 4 times US, it cannot graduate 16
times the engineers. I don't think so.

Chinese authorities have a confirmed history of fudging their data when
passing on to the outside world.

Some interesting data points regarding engineers.  This year US
universities graduated about 60,000 engineers, all disciplines.  Of
those about 10% will get licensed.  China will graduate about 1,000,000
engineers.  Think about where that puts the future.
