Amen.  City of Phoenix is currently adopting the NFPA code.  Initiated by a 
councilman that is also a business manager for the pipe trades union locally.  
If you want to scare the you know what out of your insurance carrier check out 
the responsibilities for special inspection in the NFPA they are vastly 
different from UBC and some of the language implies "approval" of contractor 
quality control.  When was the last time you wanted to tell a contractor how to turn 
a bolt or place concrete so it wouldn't crack?
