        I don't know the code at all but I suspect that the two systems have a strain incompatibility that prevents them from sharing load very well.

        I have two thoughts that may be useful or completely useless.

        1.) Could you post tension some of the rods you are planning to install and would it improve the masonry properties enough to help?

        2.) Could you install the rods in an X pattern and thereby improve their efficiency?  You might even be able to get more than one rod in the same hole.
