The grading rules, available from the Product Association for the lumber you are using, gives the applicable requirements.  For example, the rules allow larger knots near the center of a board than are allowed near the edges.  I work mainly with West Coast Lumber, and work with the grading rules for West Coast Lumber published by the West Coast Lumber Inspection Bureau [WCLIB] -- you can find them on the internet.  Western Lumber Grading Rules published by the Western Wood Products Association [WWPA] has rules for a wider variety of western woods, including those graded by WCLIB.
