Re: IBC 2003 and 9th Ed. ASD

The 2003 IBC lists the 1989 AISC Specification for Structural Steel Buildings, including 2001 Supplement No. 1 (may be downloaded from AISC's web site), on page 580 as one of it's referenced standards.  Note that the 2001 AISC Supplement No. 1 to the 1989 AISC Specification commentary section A5 states "The separate 1/3 stress increase allowance for wind and seismic loading has been removed."
