I think it is subject to analysis.  I would start with UBC Chapter 14,
Exterior Wall Coverings.  Design is referred to Chapter 16 [Loads].
Prescriptive anchorage methods are provided for adhered veneer and for
anchored veneer of 5" and 10" maximum thicknesses.  Steel stud backings are
allowed, with no limitation on metal thickness.  I would use the AISI
Specification for the Design of Cold-Formed Steel Structural Members and
Commentary to design the studs and connections of anchorages to studs.  The
