I refer to your query regadig using of oversized wwf.
I would advise the following:
One can use two layers of wwf , placed side by side,
to
arrive required area of steel. This system should work
equally well compared to single layer of wwf  as far
as
area of reinforcement of two layers of wwf does not
fall short of required area of reinforcement.Basic
idea is
similar to using bars in bundles, as allowed in
ACI-318
