Actually, the UBC requires special inspection of concrete in ALL cases.  There are only exceptions to that as listed in 1701.5 and none of those have to do with seismic performance categories.  That said, there are other places in the code that require special inspection that may over ride an exception.  Item 3 in 1701.5 is an example of this and that IS related to seismic zones.
