I am not sure if the SNAIL program can handle rock. The problem appears to be in the domain of geological engineering. Are there any design recommendations in the soils report? Good luck.

p.s. FYI, I know of Jacobs Associates (http://www.jacobssf.com) of San Francisco which is a well known firm in this field including tunnels.
