Shankar Nair wrote a paper in the 4th Qtr 1997 AISC Engineering journal
called "Practical Application of Energy Methods to Structural Stability
Problems". One of the cases addressed is that of an X-braced frame. His
discussion illustrates cases where the frame can and cannot be considered
braced and will give you a good basis to decide what is appropriate for your
case.
