I assume you're asking about UBC 1612.4 (Special Load Combinations)?
These are applied just as with any other LRFD/ASD load combination:
Factor your loads according to the equation, then examine what this
means for demand in the structure.  This may mean increased
vertical and/or lateral demand in some places, and potentially
reduced demand in others.

I don't understand how this would be applied any differently from
the load combinations in 1612.2/1612.3.
