RE: Seismic design of walls

You can use Section 1632 in conjunction with Table 16-O Item 2H (Masonry or
Concrete Fences over 6 feet) to determine your seismic demand.  

This brings up another question.  What is typically done for walls under 6
feet tall?  Is the CBC/UBC implying that walls under 6 feet don't need to be
"designed"?

This is a ridiculously simple question, but I haven't found the answer
yet.

Where in the California Building code (1997 UBC) does it address the
seismic design of a free-standing cantilevered masonry wall (e.g. a
garden wall)?
