According to FBC Chapter 2 - Definitions, "This zone consists of Broward and Dade counties."

The 2001 Florida Building Code (and earlier versions) have special requirements for High Velocity Hurricane Zones.  While thumbing through the 2001 FBC, the exact criteria for falling in the HVHZ was not obvious.  Is this left to the local building officials?  Are Broward and Dade counties the only jurisdictions considered HVHZ?
